Cases of card fraud repeatedly crop up in the red-light district, with Hamburg's Reeperbahn being a special culprit here. The same rule applies as elsewhere: If you let your card out of your sight or, even worse, tell someone your PIN of your own free will, you needn't be surprised if your account is raided later on.
